Soon a new opinion on the draft law on energy saving

Draft law on rational use of energy was re-submitted to the Ministry and the response is expected soon, said on 16 September, Deputy minister of energy and infrastructure Milos Banjac. Serbian Ministry of finance had previously given a negative opinion on the draft law, which are primarily related to the introduction of energy management and the establishment of the Fund for energy efficiency. At  the Forum on Energy efficiency and renewable energy Banjac said that these mechanisms are important for achieving the goals of Serbia energy saving.

“The proposed resolution on rational use of energy per second time are sent to the ministries of reconciliation and I expect that one or two weeks to get their opinions, that the law could go completely” Banjac said at the forum on energy efficiency and renewable energy in the Serbian Chamber of commerce.

He said that in providing greater energy savings an important role should have a fund for energy efficiency and energy management system. He reminded that the deadline for the establishment of the Fund is by 2012. year and said that this is “last moments” to do so.

Banjac said that the issue is raising funds for the Fund and stated that are  planned three permanent method of funding the Fund’s of which is most contentious the introduction of charges for electricity, oil and gas. According to him, the other two ways of financing – the introduction of fees for producers and importers of energy-inefficient appliances and equipment, were less controversial.

Serbia’s goal is that by 2020th  to achieve energy savings of 9% and in 2012. 1.5% said Banjac at the forum organized by the Central European Forum for Development (CEDEF), under the auspices of the Ministry of infrastructure and energy and in cooperation with the Agency for energy efficiency and Serbian chamber of commerce. At the event is presented guide for  sources of funding energy efficiency and renewable energy sources, published a CEDEF.

Banjac said that the goal is not to completely take over the Fund assets for financing energy efficiency projects, but to direct them more in line with the objectives of the state. He added that the Fund will not prevent the development of free market

He said that it’s also important system for monitoring the results and that  will enable with the introduction of energy management and energy managers in municipalities that will report results.

Assistant minister of infrastructure and energy, said that investing in energy efficiency is cost-effective and that  investment  can pay for three to five years or in case of more complex projects for 10 years.

Adviser at the energy efficiency agency Dimitrije Lilic reminded that 2011 is year of energy efficiency in Serbia and added that energy efficiency implies modernization that requires  mobilization of significant financial resources.

Project coordinator for sustainable development in the cabinet of Serbian Deputy Prime minister for European integration Darinka Radojevic said that the national strategy for sustainable development have not provided special funds to finance development projects which include energy efficiency and renewable energy. Radojevic said that this is bang in the world and that the funds provided from state and local budgets, grants, development funds, loans and other financing.

She said that it was planned that by 2011. increase spending on sustainable development to 1.6 percent of gross domestic product, of which one percent would be  intended for large projects. According to her, about 52% of the action plan to implement the national strategy for sustainable development has been achieved by 2009. due to lack of funding and output is improved by 10 percentage points in 2010 through better planning.

She said that Croatia needed between 10 and 15 billion euros for adjustment with EU  environmental standards, and that the funds are provided mainly from EU funds through investments.

She assessed that it is in the way of financing a similar situation in Serbia and that Serbia, in the future, will rely mostly  on EU funding

Radojevic said that there is a possibility that the citizens and the  household be burden of taxes in order to save energy but said that this possibility should be introduced very gradually because of the difficult social situation. As an example stated  Montenegro that, according to her, introduced environmental taxes for the citizens but then gave up part of the fees and will reimburse the funds from the EU.

Petar Spasic from sector for  funds and development aid  the EU Integration Office stated that for the provision of EU funds is crucial planning and stressed the importance of planning and alignment of different funding sources for projects.
